Detectives Benson (Mariska Hargitay) and Stabler (Christopher Meloni) wonder where to start their investigation of a series of anonymous sexual attacks on helpless women (one is played by Nicole Sullivan, "Mad TV") who are trapped standing in crowds on subway cars at rush hour, but when one suspect (guest star Bruce Bohne, "Fargo") finally is arrested, none of the victims can identify him. The cops try a new ploy by arranging an interview between their new police psychologist (Tony-winning guest star Audra McDonald, "Ragtime") and their prime suspect. Meanwhile, a tentative Benson begins dating a crime reporter (guest star Tom McCarthy). New Jersey Governor Christine Todd Whitman makes a cameo appearance.

There's a shooting at City Hall; Councilman Clarence Clark is killed and a water inspector, Ron Tabachnik, is injured. It's assumed Clark was the target, so Briscoe and Green start their investigation by talking to the security guards. They suspect the shooter was a "regular" because "regulars" were allowed to bypass security, and the shooter did just that. The Detectives believe Clark's most recent opponent, Sonny Rodino, could be the shooter, but he had an alibi which checks out. Then they realize there was a meeting taking place that very day, consisting of people upset about their water bills, and they now think Tabachnik was the target.

When detectives investigate the murder of a computer company employee, Goren believes a paranoid code-writer (DJ Qualls) is key to solving the case.

When a woman is found strangled to death with a large quantity of the drug Ecstasy in her handbag, Detectives Briscoe (Jerry Orbach) and Green (Jesse L. Martin) have difficulty gathering sufficient evidence for an indictment of their prime suspect, drug dealer Francis 'Taz' Partell (Peter Greene). But when they question one of his former associates, they discover new evidence indicating that Taz is responsible for the earlier murder of a bouncer in Bronx county.
